Since progress on CairoGL is stalled, there is little chance of enabling ACCELERATED_2D_CANVAS again for users anytime soon. We should disable it for developers too, so users get the same code that we are testing. It doesn't make sense to use different build options for developers unless the options are actually under development and tracked to be eventually enabled for users.

Martin requested that we leave the option public, as it's being used in some downstream environments.
