Summary:
If you visit a normal webpage, scroll down to the middle or bottom of that page, and then tap a link that opens a PDF, that PDF will be scrolled down instead of at top.

Steps to Reproduce:
1. Visit a webpage
2. Scroll down to some link to a PDF in the middle/at the bottom of the page.
3. Tap on link to PDF

Expected Results:
PDF is scrolled at top

Actual Results:
PDF is scrolled down.

Version:
Present since at least iOS 9.3 and iOS 10 (14A345)

Configuration:
iPhones and iPads
