The second test is failing as the cookie should be set.
Testing on safari tech preview yields to the same result when testing to set cookie for domain 127.0.0.1 on localhost:8800 domain.
When tested on w3c-tests.org, the test is passing and is setting cookie for domain www1.w3c-test.org from w3c-test.org domain.

Firefox and Chrome pass the test on both setups
