getModifierState() should support for modifiers:
- https://w3c.github.io/uievents/#dom-keyboardevent-getmodifierstate

In particular, we are missing the following ones: CapsLock, Fn, FnLock, Hyper, NumLock, Super, ScrollLock, Symbol, SymbolLock.
