And another update:

I tested weston with wayland backend, and weston-simple-egl also fails at eglInitialize.
So it looks like it might be an issue with eglBindWaylandDisplayWL in the ARM drivers, and this can be closed.
I reported the issue on ARM community, although i don't expect a reply from ARM too soon :(
