In Bug 154503, I corrected some warnings caused by Sandboxing blocking processes from using system-fctl. This fctl is used (via Foundation) to mark various things as "hot" for caching purposes.

While I corrected the WebProcess, UIProcess, and DatabaseProcess sandboxes, I mistakenly assumed the NetworkProcess didn't need it.

This bug corrects that oversight.
