Add the MediaEndpointPeerConnection implementation of RTCPeerConnection.createAnswer [1]. createAnswer() creats a 'reply' to an remote offer set with setRemoteDescription(), completes the offer/answer dialog and brings the RTCPeerConnection back to the 'stable' signaling state.
