[REDUCTION] Test Case

Summary:
Toggling backdrop-filter styles on position:fixed element with background-color does not work

Steps to Reproduce:
1. Open attached reduction
2. Click "Blur none" to toggle off the backdrop-filter
3. Click "Blur 50" to toggle on the backdrop-filter (back to the original value)
  => nothing happened, expected this to re-add a backdrop-filter
