It seems that, nowadays, all new bugs created on bugs.webkit.org start out with Status:NEW rather than Status:UNCONFIRMED.
This makes the canconfirm bit described on https://webkit.org/bugzilla-bits/ pointless.
Presumably the info on that page is outdated and needs updating.
