The issue I ran into is an internal issue, <rdar://problem/29603499>. Closing this bug as Resolved Invalid.

With regards to the behavior described by Jonathan Bedard in comment 3, "I observed the app being installed on the simulator and then the app crashing on launch", we should file a new bug for this.
