Bug 150298 introduced saving CSS resources by pressing Command-S.

However, Command-Shift-S still prompts to save an inspected webpage as a webarchive.
Instead, it should prompt to save the edited CSS resource. That's what happens
when Command-Shift-S is pressed while editing a resource in Resources or Debugger tabs.
