Test case
Use the attached example to reproduce the issue on a MacBook Pro touchpad.
Move the cursor on top of the yellow box. Scroll up using two fingers gesture (in my setup scrolling up makes deltaY go negative - the delta values are displayed in the test case). Repeat the gesture very quickly. After a couple of tries the page starts scrolling up instead of sending the wheel event.
Reproduces on Nighly - Version 9.1 (11601.5.17.1, r199584) - OSX 10.11.4 (15E65)
