Summary:
In WKWebView/Safari, if the amount of text in a text box is larger than the space of the text box, you cannot long press to move the cursor to the beginning of the text. The UI does not let you move the cursor before the visible text. 
One example of this occurs at apple.com:

Steps to Reproduce:
1. Go to search box on apple.com
2. Type in text that is longer than the text box.
3. Long press on the cursor and try to move the cursor to the start of the text. 

Expected Results:
You can move cursor to front of the text.

Actual Results:
You can only move the cursor to the front of the text box, leaving the hidden text hidden.
