* SUMMARY
Scroll bar does not vanish once non-overlay scroll bar shown.

* STEPS TO REPRODUCE
1. Open Inspector
2. In Inspector Console add a bunch of output (do some random console evaluations)
3. Resize the console to be short and scrollable
4. Scroll in any direction
5. Hover to scroll bar overlay so that the thick scrollbar appears
6. Mouse out
  => thick scrollbar never disappears
