I installed:
1) Visual Studio 2013 (Update 4)
2) cygwin
3) June 2010 DirectX SDK
4) Python 2.7 (in Windows)
5) php (under instructions)

Download http://nightly.webkit.org/files/WebKit-SVN-source.tar.bz2
and unzip in /cygwin/home/user_name/

cd /cygwin/home/user_name/webkit/
svn up
cd /cygwin/home/user_name/webkit/Tools/Scripts/
./update-webkit --wincairo
./build-webkit --wincairo --debug
