* SUMMARY
- REGRESSION (r180018 ): Scroll events that are held can get stuck
* STEPS TO REPRODUCE
1. Launch Safari
2. Perform a Google search
3. Scroll up and hold the scolled position for a moment
* EXPECTED RESULTS
- On release the page should scroll back down
* ACTUAL RESULTS
- On release the scrolled position remains "stuck" in the rubber-band area
* NOTES
- Momentum scrolling does not reproduce this issue
