Greg wrote to me saying that installing Safari 7.1 resolves this.

While we don't support nightlies with anything but the very latest Safari release, this likely signifies a real regression in API. Given the regression range identified in <rdar://problem/18399291>, it must be from one of Antti's recent patches.
