This fixed the test on my tries:

$ apt-get install libcups2-dev cups-daemon
$ Tools/jhbuild/jhbuild-wrapper --gtk buildone --force gtk+


For some reason (at least on Debian), cups-daemon is required, otherwise the test still time outs.
