Clearly the image is BETWEEN back and text of the other element.

A PNG image shows behind the next element, but IN FRONT of the same next element's background!

Attached is a screenshot with the values in inspector (chrome).
The computed values shown are from the element with background (H2) 
Both the H2 and IMG are static. Values for flex child should not be affecting because the parent has display:block in this media size.

Happens in both Chrome and Safari.
