Run build-webkit twice without changing anything and you will see that there are 5 targets run unconditionally:

 - The webkitdom symlink in DerivedSources
 - generate-forwarding-headers.pl (twice)
 - tests GResources
 - generate-forwarding-headers.pl (again)

This happens really fast, but ideally nothing should happen in this case.
