The W3C test repo was recently reorganized so that the tests no longer live in 'approved', 'submitted', or 'incoming' subfolders.  The Tools/Scripts/import-w3c-test script made some assumptions based on these directory names that are no longer relevant. Although the script (probably) isn't currently being used, it should be updated to remove these assumptions to avoid any confusion in the future.
