+1 I stand corrected.  I still need the functionality though.
If nothing else, can you at least make html {margin-top and/or padding-top} and header {position:fixed} repeat on each printed page.  That would be good for a start.  And handling {table-header-group} and/or thead/tfoot correctly would be ideal.
