1) Open a webpage containing, e.g., a scrollable section.
2) Two-finger touch in that section.
3) Start scrolling.

The main frame scroller appears immediately in step #2, then the section scroller appears in step #3. Ideally we would flash the section's scroller in step #2 instead.
