Summary: no overflow/bounce (rubberband) scrolling in overflow:
                    scroll elements
           Product: WebKit
           Version: 528+ (Nightly build)
          Platform: Macintosh Intel
        OS/Version: Mac OS X 10.9
            Status: NEW
          Severity: Normal
          Priority: P5
         Component: Platform
        AssignedTo: webkit-unassigned at lists.webkit.org
        ReportedBy: art.vanesyan at gmail.com

In Lion, Mountain Lion, Mavericks, Yosemite elements that scroll in the native UI allow you to scroll past the end. This is not the case for elements with overflow: scroll set. This makes them inconsistent with the rest of the platform even though they visually look the same.
