Happening reliably for me this week.

STR:
 1. Open a web page (the WebKit Nightly start page will do)
 2. Right-click on something and choose "Inspect Element" to open the inspector
 3. Open the Styles sidebar, then the Rules tab
 4. Hover over/click on some style rules for a few seconds
