System Preferences - as indicated in the attached screenshot - are already set NOT to restore tabs or previous windows on launching applications - which contrasts with the behavior I am reporting.

The bug is still unresolved.

I do have Glims for Safari installed, which modifies some Safari behaviors - but the "Restore Tabs at Launch" option is also disabled in Glims.
