The CSS_IMAGE_SET feature is disabled on all Windows builds.

When implemented, we should re-enable:

fast/css/image-set-parsing-invalid.html
fast/css/cursor-parsing-image-set.html
fast/events/mouse-cursor-image-set.html
cssom/cssvalue-comparison.html
