Can you please append config.log?

Also, could you try building WebKitGTK+ using Harfbuzz 0.9.14? That's the version provided through the Jhbuild environment that's normally used doing development builds and these build OK. Harfbuzz 0.9.14 already contains the ICU detection patches mentioned in comment #2 so you wouldn't have to apply those.
