When performing test segment of build-and-test cycle in EWS bots, it would be useful to prevented repeated retries if you know you are going to fail certain tests ahead of time. For example, if you are using the EWS bots to create layout-test-results in order to rebaseline expectations for one or more tests, then those tests could be marked as PerformingTriage in the appropriate TE file(s). In this case, if all new (non-flaky) failures are marked, then the test cycle could move to Fail and not attempt further retries.
