Repro

Major visual glitches / compositing errors when you try to scroll a page that has a fixed element floating above it, and a CSS filter effect is applied to the whole page.

Having a Flash <object> on the page seems to be a trigger, it's hard to repro without that. No idea why, would love to know more about what that's triggering and other ways I could trigger the same bug, or work around it on a page that has Flash somewhere.

Simplified repro attached. Repros in all versions of Chromium from 25 to 27, not a recent regression.
