Attachment has a image and two htm files. Parent.htm file loads Child.htm in an iframe

Steps to reproduce the problem:
1. Please find the attached List.rar.
2. Open the Parent.htm, which loads Child.htm in an iframe.
3. Without scrolling down try to drag drop the last visible element in the list. It is not draggable.
4. Problem occurs only when the page containing list is loaded in an iframe and the div container having the list should have horizontal scroll bar.
5. And issue occurs only when the element is within some 10 to 15px from horizontal scroll bar.
