Reduction demonstrating the bug in various ways.

All browsers based on WebKit that I have tried (Chrome on OS 10, IOS and Linux, Safari on OS 10 and IOS, Android web browser) seem to be affected by this. My WebKit version in Chrome, according to the bug reporting guidelines page, is 537.36.

I have a reduction attached to demonstrate the bug in several instances. It appears that a blank line that inherits from the font-size and line-height properties is displayed before the first child element of a list element whose children are all empty and there is at least one block element.
