test case

All kind of interactive elements (links, buttons and form fields) cannot be clicked or interact with with a mouse. But focussing them with the keyboard (tab, tab, tab …) works. Clicking or hovering over links has absolutely no effect.

Try downloading a nightly from:
http://nightly.webkit.org/builds/trunk/mac/1
Or filing a bug…

This regressed between r153370 (OK) and r153380 (fails). I'm not clear what changeset to blame…
