Summary: Events should fire even if there are no animating
properties in the keyframes rule
Product: WebKit
Version: 528+ (Nightly build)
Platform: Unspecified
OS/Version: Unspecified
Status: NEW
Severity: Normal
Priority: P2
Component: CSS
AssignedTo: webkit-unassigned at lists.webkit.org
ReportedBy: dino at apple.com

Basically, animation start/end/iteration events should fire as long as an animation points to a keyframes rule (even if empty) and has non-zero duration.
