Maybe have the following inheritance?
ImageFrame->ImageFrameSkia
ImageFrameCache->ImageFrameCacheSkia
And ImageDecoder has a ImageFrameCache member variable?

So that ImageFrame, ImageFrameCache, and ImageDecoder will have the minimum amount of USE(SKIA) in it?
