The only remaining tests that we need to import for html template elements are the ones for XHTML parsing and serialization:
html-templates/additions-to-parsing-xhtml-documents
html-templates/additions-to-serializing-xhtml-documents

We should import these tests so that we can enable the template element by default everywhere.
