Apologies Brady, that wasn't intended to be snark, just surprise. I think in general it's not well understood among the user community about why this issue isn't being given higher priority, as the original bug discussion illustrates. For myself, I deal with a large customer base with high numbers of Safari users, so there's a lot of wasted bandwidth going on here.

To answer your question: yes, indeed this is the change I am requesting. Though for what it's worth I would put forth a general objection to this being treated as a feature request and hope it would be considered as a true bug. That's your call of course, but my $0.02.

I had forgotten about the other bug at the time I posted this, so feel free to close it now as a duplicate of that one.
