These http/security tests are flaky on Windows.

It's hard to tell when the problem originated but there are currently too many flaky tests on Windows that are making botwatching rather difficult. 

I'm going to start adding flaky tests to the skip list in groups so that the bots can get greener and so that it's easier to tell when new failures arise.
