What steps will reproduce the problem?
1. Visit the urls above
2. You should see a blue bar across the page (the signup page bar is much thicker and noticeable)
3. The bar is transparent

What is the expected result?
There should be a blue bar, like this:

What happens instead?

You get this:

Please provide any additional information below. Attach a screenshot if
possible.

This issue showed up when Chrome updated itself over the last few days. Various members of our development team began reporting it as they updated. We confirmed this by manually updating a browser that was not displaying the error. When it updated to the latest version, the bar became transparent.
