I don't have a strong opinion here. In TextMate, moving cursor around results in navigating the editor text, in Sublime we iterate the search history. I don't think we should use gEdit as a reference here anyways.

I would leave things as is for now (where Up/Down move cursor to the beginning/end of the focused search field). It seems like the standard behavior we can't be wrong about.
