Sure, for many things we could not show a definite "red" bubble.  We wrote systems into sherriff-bot long long ago to attribute blame and update bugs accordingly.  Those systems required further tweaking to be useful (and Adam and I had moved onto other more important things) and so were eventually disabled.  In any case, we could reenable those sorts of things if a definite red was needed.  Or we could just show "orange" until then.

Adam also points out that we have way too many bots to show as bubbles, which is fine.  We could at least just link to some sort of summary page (a better version of what you see if you click on an EWS bubble today) for each of hte various bot systems which would display per-revision results (or at least approximate results).
