A number of media/video tests time out every now and then on Windows. 
They've been doing so for quite some time.

I'll be using this bug to keep track of which video tests are exhibiting this behaviour.
(There are probably more of these video tests already skipped on Windows, hidden in the depths of the TestExpectations file somewhere)
