Wow. This is not at all expected. It seems to be a caching problem of some kind, probably Chromium only.

Load the source svg (the second attachment) and it displays fine. Now load the primary file without restarted. The result is blurred. Restart the browser and load the primary file directly, and everything is fine.

This is not primarily an SVG bug then.
