Confirmed with nightly r108302 as a regression form Safari 5.1.3 on OS X Lion.

Steps to reproduce:

1. Enable Hangul 2-set input method.
2. Type Shift+R, K, R in any editable field.

Expected results: 깍
Actual results: ㅏㄱ
