weird.. I can reproduce this bug with TZ="Europe/Madrid" or TZ="Europe/Paris" or TZ="Europe/Amsterdam", but not TZ="CET" or TZ="Europe/Copenhagen" or TZ="America/Toronto".

Sounds like maybe an ICU issue. I'll keep looking.
