Example

1. Take heap snapshot of the attached page.
2. Find Detached DOM Tree in the summary view and expand it.
3. Hover on any of the red HTMLDivElements

Result:
Nothing happens.

Expected:
Popover is shown the same way it happens if you hover over the yellow HTMLDivElement.
