In Lion and Mountain Lion if you resize an element that can be scrolled (directly or indirectly), the scrollbars are shown. This can be seen with the main safari/chrome scrollbar if you reisize the window. However, this behavior is not currently seen on element with overflow: scroll set. No scrollbar is shown on resize.

This could be a usability issue as a user does not get indication that this element is scrollable unless they happen to use the scroll wheel while hovered in the given element.
