Test case

This doesn't appear to be a regression (or at least not one I could find using bisect-builds.py). To repro this, download the attached file. Open it in Chrome and drag the image out of the browser (say to the Desktop) and then mouse over the browser window. The mouseout event is not fired until the cursor is over the Chrome window.
