A simple example that exposes the problem

Overview:

  Applying multiple filters to an element causes an incorrect filter region to be used.

Steps to Reproduce: 

  Open the attached .svg file in one of the mentioned browsers.

Actual Results:

  Applying the second filter to the blurred shape, causes it to be incorrectly cropped.

Expected Results:

  The full blurred shape should be visible.
