In order to fix crbug.com/102423, we'd like to change RenderTheme behavior at runtime, and introduce a setting function to Chromium WebKit API.

Adding the function to WebSettings class looks reasonable.  We already have WebSettingsImpl::setDefaultFontSize(), which calls RenderThemeChromiumWin::setDefaultFontSize().
